Description
Colorado could pursue fees based on actual travel as an alternative to the fuel tax. Revenues from mileage-based user fees (MBUF) would not vary based on fleet fuel consumption and would instead return revenue in proportion to use of the roadway network. Too many operational and technological questions remain unanswered, and must be tested and evaluated before the state would be ready to commit to a statewide implementation of this strategy.

The U.S. Geological Survey (USGS), in cooperation with the Colorado Department of Transportation, determined the peak discharge, annual exceedance probability (flood frequency), and peak stage of two floods that took place on Big Cottonwood Creek at U.S. Highway 50 near Coaldale, Colorado on August 23, 2016, and on Fountain Creek below U.S. Highway 24 in Colorado Springs, Colorado on August 29, 2016.

Currently, CDOT has no uniform statewide procedure to size detour drainage structures and permanent hydraulic structures using existing methodologies may result in failures. The main objective of the study is to develop a statewide detour drainage structure design procedure that also considers environmental impacts and mitigation measures.
